It includes determining and monitoring chain of responsibility features in the Heavy Vehicle National Law (HVNL) or applicable state/territory law and regulations. It also involves administering and monitoring chain of responsibility workplace policies and procedures, and identifying and reporting chain of responsibility risks.

consignor - consign goods for transport by a heavy vehicle

operator - direct the control and use of a heavy vehicle

employer - employ a heavy vehicle driver

prime contractor - engage someone to drive a heavy vehicle under a contract for services

loader - load a heavy vehicle

loading manager - manage premises where five or more heavy vehicles are loaded or unloaded each day

packer - pack or assemble goods for transport in a heavy vehicle

consignee - receive goods delivered by a heavy vehicle

scheduler - schedule the transport of goods and passengers in a heavy vehicle, or schedule a driver’s work and rest hours

unloader - unload a heavy vehicle.

It includes identifying supply chain traceability, implementing supply chain traceability, using traceability data, monitoring risks to supply chain traceability and reviewing and reporting on supply chain traceability.

Traceability is a collaborative effort that allows for the provenance of produce, products, parts and materials from suppliers as they are processed and distributed as end commodities to be confirmed. It also allows for the reliability of sustainability claims for human rights, the environment, workforce health and safety and anti-corruption practices to be verified. It includes establishing supply arrangements, monitoring and maintaining stock, processing receivals and storing stock, determining stock wastage and discrepancies and performing stock audits and reporting.

Receivals is the function of checking items delivered as new stock or supplies. It requires the inspection of goods and materials for quality, condition and quantity and the allocating of space in the storage facility or warehouse.
