This unit involves the skills and knowledge required to monitor the safety of transport activities. It includes determining and monitoring chain of responsibility features in the Heavy Vehicle National Law (HVNL) or applicable state/territory law and regulations. It also involves administering and monitoring chain of responsibility workplace policies and procedures, and identifying and reporting chain of responsibility risks. Job functions This unit applies to any person who has influence or control responsibilities of a business' transport activities, hazards, risks and risk control under any of the following job functions: consignor - consign goods for transport by a heavy vehicle operator - direct the control and use of a heavy vehicle employer - employ a heavy vehicle driver prime contractor - engage someone to drive a heavy vehicle under a contract for services loader - load a heavy vehicle loading manager - manage premises where five or more heavy vehicles are loaded or unloaded each day packer - pack or assemble goods for transport in a heavy vehicle consignee - receive goods delivered by a heavy vehicle scheduler - schedule the transport of goods and passengers in a heavy vehicle, or schedule a driver’s work and rest hours unloader - unload a heavy vehicle. CLET offers the TLI40324 Certificate IV in Supply Chain Operations (Warehousing) for individuals who have experience in supply chain and warehousing. This may be in the private sector, or could be facets of military or mining.
The qualification will support promotion in current or new employment or can just be used for recognition of years of employment already undertaken in this unique area.
For the Certificate IV, individuals should have at least 2-3 years full time work experience in warehousing or the equivalent, and hold a position or role that has leadership requirements.

This unit of competency involves the skills and knowledge required for road transport schedulers or supervisors/managers to administer a fatigue risk management system within the Transport and Logistics industry. It includes identifying and managing risks associated with fatigue during heavy vehicle driving, operating within a fatigue risk management system, planning trips and updating records, and developing and implementing policies, procedures and strategies to minimise fatigue in the workplace. Work is performed under limited supervision generally within a team environment. Legislative and regulatory requirements are applicable to this unit. The primary legislative requirement of this unit of competency is the Heavy Vehicle National Law (HVNL). Being awarded this unit of competency is a necessary requirement to obtaining National Heavy Vehicle Regulator (NHVR) Fatigue Management Accreditation but is only one of the criteria. Traceability is a collaborative effort that allows for the provenance of produce, products, parts and materials from suppliers as they are processed and distributed as end commodities to be confirmed.
